I’m not sure how that relates to my frugality, but it sounds a lot like GMan, the name of everyone’s favorite character from Half Life. I’m playing through Half Life 2 on the x-box and have been taking extra care to look in those random, out-of-the-way places for him. Here is a video showing a bunch of places he shows up in game.

I also found this video, apparently from the HL2 alpha. It takes place in Ravenholm which is already creepy enough. I can see why they took the appearance out (as far as I know); he seems a bit out of character.
